The first thing to check is the lower shift cable. With it removed from the shift bracket push it in all the way then, turn the prop counter clock wise. It should catch. The cable may have to be pushed a little more to get full engagement. Next, pull the cable all the way out and turn the prop clockwise to catch. Again, the cable may have to be pushed a little more to get full engagement. If the drive catches both ways then the drive and cable operation is good. Now, look at the black cable end. Is the metal cable visible in the little hole near the end? If so, push the cable in all the way to get full engagement (forward) ,Measure a distance of 6 inches from the center of brass/black plastic barrel to the center of the big hole at the end of the cable. Place the control handle full forward and attach the cable to the shift bracket. Loosen the nut located on the pin the shift cable end attaches to and move it down completely. You will now have forward and neutral. Pull control to reverse . The triangular shaped cutout lever will most likely be in the down position. With the nut on shift pin loose move it up until the "V" matches the roller on the shift cutout switch. Just make sure the prop is in full engagement when shifting for adjustments.

When I pull the cable all the way out (even by removing the two tiny screws and taking the black plastic hosting off) I'm unable to get it to catch when I turn the prop clockwise.

Ok, the problem is the drive installation. The lever with the little wheel is not in the slot of the shift cable arm. Pull the drive and be sure the shifter is in full forward and the lever wheel is in the arm slot.
