On your engine the plastic washer is not needed. Keep in mind that many of the kits are generic and fit more than one engine. Your carb has a minlon (mineral/nylon, plastic) body. It will seal just fine.
With the inlet needle in place and the float attached, turn the carb body upside down. Looking at the carb from the side you want the float parallel with the carb body. So from front to back the distance from the top of the float to the body is the same distance as in the rear. You want it to be as close as you can.
If you need to adjust the float then gently bend the attaching hinge between the inlet and the float itself with some needle nose pliers. Be careful to not put any pressure on the inlet needle when doing this as you could damage the sealing of the inlet needle.
Make sure all of the floats are set correctly and you will be fine.

No, it shouldn't. The washer is not used in your carb. The float level is what determines the fuel height. The worse thing is the front of the float being too low when upside down, then the float level will be too high in operation. This can allow extra fuel to flood the carb. If the float level is correct no additional fuel should be used.
Now your idle mixture could be off. You could have sticking rings, requiring more fuel to be used etc. Make sure you have the correct spark plugs, correct spark plug wires, engine properly tuned etc. Run some Engine Tuner through the engine and see how she runs.
Those engines always did run on the rich side. Could be just a carbon build up on the rings, do a leak down test if you have a tester available.
