Customer: I purchased a home which included a pontoon boat and a mid 90s 15 hp Johnson Outboard motor. I can start the engine but cannot rev the engine. 2 controls in addition to the forward reverse control are present. A top lever which when raised smooths out the idle and a screw or bolt device on the face of the control below the key. No change in idle occurs with the movement in or out of the screw device. No manual is present. What to do rev the engine? I cannot put the engine into gear without it stalling.

The top lever on the control box is the warm up lever. This lever is for starting the engine and giving a little throttle. Now the screw is for throttle friction so the throttle doesn't creep when in gear and throttle is advanced. If the engine has been sitting for a long time 30 days or more the carburetor is clogged up and will cause the engine to stall when put in gear and throttle is advanced. If you can choke the engine when put in gear and this keeps the engine running then the carburetor is clogged up and will need to be removed,disassembled, cleaned and a carb kit installed.
