Using the primer solenoid is adding fuel so this points to a lean fuel condition. The carbs have debris in some of the circuits high speed most likely. Now as for the 3000 rpms this could be a fuel starvation issue. The vacuum switch should sound the alarm but you say it hasn't been replaced so maybe it doesn't work. Run the engine on another fuel source and check the carburetors. If the engine runs better on the other fuel source then the boat side fuel system is restricted. Do these checks and post back with findings and questions.
