From what seems to be happening you are loosing prime to the engine. You should squeeze the primer bulb before the first start up of the day. If the engine is loosing prime try running the engine on another fuel source to eliminate the engine as a cause of your issue. If the engine runs good on another fuel source check the boat side fuel system for loose fittings broken hose clamps or deteriorated fuel lines. Fuel starvation can be caused by the engine sucking air or debris in the fuel tank. I relize the mechanic has replaced the fuel line but did he check the fuel line all the way to the fuel tank? Most times the fuel line is only replaced from the fitting in the splash well to the engine.
