Hi, On the port side of the engine where the steering cables sticks out take a pair of vise grip pliers clamp them on the rod and twist the rod. Get a friend to turn the steering wheel not forcing this usually frees the steering. If that doesn't do it continue twisting and hit the end of the rod. Spraying with lube while doing this. Part of what causes this problem is exposure to water leaching it's way in the tube. Use is the best way and waterproof grease, if you can't use the boat on a regular basis is to remove the cable clean tube and cable reassemble with a good water proof grease. That is about the only prevention. There are caps that go on the tube but the water still works it's way in and you still have the same issue. You have a tendency to neglect steering because you think you have protection.
