There is a special tool that Evinrude uses. However you don't need it.
With the needle and seat properly installed and the float installed, turn the carb upside down. Sighting the carb from the side the float must be parallel with the body of the carb.
To adjust the float carefully bend the float lever between the attachment point and the float with a pair of needle nose pliers. Don't put pressure on the inlet needle when adjusting.
This will give you the proper adjustment.
