The 150 Evinrude is a good engine, good parts availability, no major problems. The biggest problem is motors not being properly maintained. As in buying any used outboard be prepared to do some maintenance such as changing filters, fluids, water pump, tune up etc.
If the engine was well maintained and has no problems, 200 hours should be no problem. Do or have, the engine checked by a competent service shop. Have a compression and leak down test to get an idea of the internal condition of the engine. But I wouldn't worry 200 hours only equals 40 to 50 hours per year.
I have never done a direct comparison between the Evinrude 150 and a 130 4 stroke.
The 150 naturally will have more hp. The 130 would have to be a used engine as well, which opens another issue altogether. As well as being a smaller engine which may not work well on the boat.
If the 150 and it is in good condition, I would not have a problem recommending it.
Yamaha makes a 115 and 150 4 stroke. Evinrude makes a 115 and 150 E-Tec which is a 2 stroke. Neither company makes a 130 4 stroke.
