On the back of your keyswitch should be a black/yellow wire. This wire needs to ground when you turn the keyswitch to the off position. If this wire doesn't ground, your engine will not shut down. You should be able to locate this wire at the key switch and follow it all the way to the control box on the motor.
You may have a bad keyswitch or a bad connection that is preventing this wire from finding a ground.
