the engine rpms increase but...

I have a 1989 50 hp Force Outboard motor. When I throttle up, the engine rpms increase but the thrust only propels the boat slightly. The motor is not a through prop exhaust. I took the lower unit apart and inspected all parts. I put new seals in and reassembled. The splines on the drive shaft are ok. I had the prop rehubed in addition to purchasing a new prop. Neither prop solved the problem. I took a compression check and the reading was ok. The reeds look perfect and are adjusted ok. By the way, this motor has very light use since new. I bought it new. Maybe used each year once or twice. When I run the motor out of the water, I use a garden hose with an attachment to supply cooling water to the water pump. However, the last time I ran the motor with the water pump inlet submerged in a container of water. Cooling water was coming out of the the two exhaust ports on the back of the motor along with some exhaust. Exhaust also was coming out of the lower unit. Is this a problem?

If you hear no grinding from the gearcase and the shifter dog and lugs on the inside of the gears are not slipping then the only thing left would be the splines in the end of the crankshaft.

One other spot would be the spline in the pinion gear. If you did not remove the driveshaft you might not of seen it.

The splines on both ends of the drive shaft are in perfect shape. I had exhaust bubbling up out of the lower unit when running in a tub of water. Should exhaust be coming down the lower unit when the two exhuast ports are on the back of the motor? I don't have through hub exhaust. I get some exhaust out of the two ports along with cooling water but alot of exhaust is coming out of the lower unit. It this normal?

That is normal. Then the splines in the crankshaft must be slipping.
