I have a 1966 silverline with a 100 hp golden metoer engine and i can get all the rpms i want when i give it gas but

Hello. Are you trying to put it in gear from the throttle/shift handle at the helm, or by using the shift lever on the motor itself? If it won't shift from the lever on the motor (with the cable disconnected) then you have an internal problem that is probably best left to a qualified mechanic. But if you can shift from the lever and not from the helm, you could have a broken or mis-adjusted shift cable, or perhaps a problem with the throttle box - nome of which would be very difficult to fix.

there is only one cable for the gas and assume the shifting thats why im confused there doesnt seem to be any other place for another cable does it work with rpms only to shift this boat is really old but motors runs smooth
Unless this is something I have never seen, there should be two cables to the motor - the shift cable would be required to go from neutral to forward or reverse. The shift lever on the motor is probably on the opposite side from the throttle linkage. Does your control at the helm have a single handle or two handles? Take a look at the back to see if you can see places for two cables to exit - the cable may just be missing.

Ah, OK - it must be an electric shift. So there should be several wires running from the throttle control to the motor. It will be necessary to determine if the problem is in the control, the wires, or the motor. The first thing to check would be the connections at each end - make sure they are clean and tight.
I haven't worked with one of these, but I suspect there is a pair of switches in the conrol - one that closes when the lever is moved into the forward position, and another that does the same for reverse. I further assume that when closed each switch supplies 12 volts to the appropriate wire back to a solenoid on the motor that activates the appropriate shift. I hope that helps you.

there is no place for any kind of wires at the controls i took it apart so does it work at the motor maybe
That control has to either link to the motor with a shift cable or have some kind of switching mechanism - there is no other way to shift the motor.
