Inspect the seat switch wiring and wiring connections themselves for any issues.In some cases there may be a fault with the switch wiring or connection that can cause this here with it needing repaired or replaced.If this is or has been checked and found to be o.k. let me know so we can continue.

Does your model have memory and heated seats?
O.k.,since the wiring is o.k. and the switches were replaced and you can control the seats with the scanner this sounds like the fault with the seat control module itself.I have seen the seat control module fail before needing replaced.The seat switches send signals to the control module and the control module then operates the seats.The circuits in the module can fail to where it does not recognize the commands from the switches.
The modules are attached to the bottom of the seats and the seats usually need removed to replace it.

O.k.,this is both seats.I apologize for that.Unfortunately my diagrams do not cover beyond the seat modules so it is hard to say for sure from here what component is at fault.
