If the pump does run when trying to raise the top then you either have a mechanical issue preventing it from moving or a hydraulic problem. If there was a mechanical problem then I would expect at least a small amount of movement before it stopped.

It's more likely that you have a bad pump or a leak in the system and there isn't enough fluid to raise it. Were you having any trouble raising or lowering the top before it stopped completely?
