Our budgie is on the bottom of the cage twitching/moving slightly but nothing more...Any ideas ?

You've described a critically ill budgie. Unless you have an avian vet at your disposal who can see your budgie on an emergency basis, you're necessarily constrained to heating up his environment to 29.4C and lightly wrapping him up in a hand towel so he doesn't hurt himself should seizures arise. I'm afraid his prognosis is grave with or without critical care which would involve the use of supplemental oxygen and very gentle handling while tube fed and administered supplemental fluids and electrolytes subcutaneously.
