A respiratory "issue" doesn't have to be infection, but can be associated with a vitamin A deficiency, even if she inhaled a seed hull, causing partial obstruction of her airway.
The circling behavior indicates nervous system involvement, either secondary to low oxygen or another lesion altogether. I would also be suspicious of toxin--a teflon pan heated can release PTFEs, which is acutely toxic to birds. Move her away from the kitchen if possible.
She needs to be seen asap-- if she has an infection it can worsen rapidly in such a small body (30g). She may need oxygen and/or subcutaneous fluids as well, because if she is unable to eat and drink, she will not survive long.
Until you can have her seen I would recommend putting her in a warm steamy bathroom for up to 30 minutes at a time, and maintaining the temperature of her room (you may need to move her) at 85 degr F. A humidifier (using water only) could be used instead of a bathroom, as long as it is in the warmed-up room).
Try to give her a few drops at a time of plain pedialyte, as this can help keep up her blood sugar and supply some electrolytes/fluid. A budgie's daily fluid requirements (for a healthy bird) are 3-4cc (just under a teaspoon).
