I will try to best answer your question.

No you do not have to be a certified paralegal to contact a bankruptcy trustee or court. In fact you do not even have to be a paralegal. In my experience I have seen employees who are not paralegals provide all kinds of proof of claims and reports for credit card companies, mortgage companies, collection agencies, banks, etc to trustees.
