Good (very early) morning, My mother helped my brother buy

My mother helped my brother buy a motorcycle about a year ago using a credit card. After a really bad year, bad financial situation, many family and health problems, including several car accidents, my brother lost his house, job and moved back to New York where his current salary is not enough money to pay all his bills; including the bike one. He declared bankruptcy, but since this particular account was not in his name, was not included. Also, his bike was stolen once he got to NY
I contacted the company for assistance, they suggested debt management; their suggestion: lower the rate; from 15.99% to 9% and with payments of $400 a month. Totally unrealistic. Called the credit card company again, and they said that, although late, he has been making payments, so there is nothing he can do. Debt management suggested bankruptcy (mother). If she does that, would she loose her social security?
