He might just be having these traits and does not look like having the full disorder of Aspergers. Motor planning deficit seems to be the main diagnosis. Diffidence and shy nature also prevent child from looking straight into stranger's eyes. To have a disorder child must have three or more behaviors that come in way of (hinder) day to day normal social interactions.
Full diagnosis can be made by 5-6 years' age if he has any difficulty at school. Till then such (almost normal) traits tend to change with age and development.
Please persist with occupational therapist and get him assessed by child psychologist after age of five.

I would like to interject if I may. I am a child psychologist and diagnose children as early as 4 years old with Asperger Syndrome. The best place to find a child psychologist who is knowledgeable regarding AS is through your local Autism Society. The combination of behaviors you describe makes the diagnosis possible. I would seek the evaluation as soon as possible for your peace of mind and so that intervention can begin as soon as possible. Intervention would include special supports at school to teach social skills and manage his other behaviors. It is also necessary to provide support to avoid anxiety and other uncomfortable emotions.
I some states there are intensive programs for children "on the spectrum". These programs have waiting lists and "cut off" ages. This is another reason for earlier diagnosis.

I really respect the observations of speech and OT therapies and their ability to observe the symptoms of AS. Once you get the speech in place and speech therapist has opportunity to observe him for pragmatics (social interchange) of speech, then, seek an opinion about a diagnostic evaluation from her/him. But just to reassure you, a psychologist will diagnose based on the observation of others through questionnaires (and perhaps through school observation) and not through their own biases. And sometimes the diagnosis is (as the OT implies) : Asperger-like traits; but that helps to inform others about the meaning of his behavior and the interventions.
