This does very much sound like Asperger Syndrome (social skill problem, intense innterest, odd behaviors like spinning, savant skill in music). I have a suggestion on a few steps to take considering your frustration with the job situation.
Even with an ADD diagnosis, he may be eligible for the services of your state rehabilitation services (Department or Division of Vocational Rehabilitation). They will help him formulate goals (school or work) and support him to reach the goals and sometimes even pay expenses (tuition, books, tools for new job).
This step would relieve you of being in that role. Do be patient though, as there may be a waiting list.
Secondly, if you can, get him formally diagnosed. Find a psychologist who specializes in Adults with Asperger Syndrome by calling your local Autism Society.
