I would not be giving them your fingerprints.

They do not seek fingerprints and DNA for non serious matters and if they did the damage to your car why ask you for fingerprints.

Do not offer a bribe. That is how it will be looked at.

You can admit throwing the phone and you will be charged with damage to property and find yourself in court.

You should not say anything or offer to have the DNA

The police deal in criminal matters. Not civil

If the otherside want money they have to sue you personally. They cannot use the police.

The police will charge you. This will lead to a criminal record if you admit to it.

Do not go on your own.

You should not assist them and have them rely on what you give them and say to them to charge you.

This is why you should speak to legal aid first in your state they will give you the process and what you can and cannot do.,
