Good Afternoon
It is frustrating when the landlord fails to comply and i understand your position.
Get evidence of your losses and send a letter of demand for his failure to comply with the lease.
You then sue him.
The structure is his responsibility and the building insurance should cover the costs of your damage.
If he has failed to maintain the insurance may not pay and the landlord should pay himself
