My father has had a stroke and has suffered some brain

Hello. My father has had a stroke and has suffered some brain damage and is now in a nursing home. He has a will with Australian Executor Trustees upon him passing, that his house and contents would be sold and divided by his 4 children. The nursing home requires $499,000 refundable deposit. Do you know where this deposit will go upon my dad's passing. I think my brother and eldest sister are applying for power of attorney without discussing it with myself and my 2nd eldest sister, so they can sell my fathers house and the contents. Does this matter go through SACAT, and will myself and my other sister be notified when the hearing is due. We DO NOT want my brother "power of attorney" and can we prevent this from happening. Both my brother and oldest sister are not telling us what is going on and when we ring them to find out when the family meeting is, there is no answer back from them. Can my brother sell my fathers house without him knowing about it. My father did have a POA drawn up by the Australian Executor Trustees stating my oldest sister as POA, then my 2nd to eldest sister as POA, but my father failed to have these stamped and signed, therefore I feel my 2 eldest sisters should be given this role and not my brother. How can I stop him from doing this. I would prefer that SACAT take over my father's matters. Please could you advise me on what avenues to take. Thank you. Leanne White.

I don't know what paper work has been filed and when I rang sacat the other day they said there was no applications in my fathers name.

My oldest sister took them out of my father's files without him knowing and has them all.
