Covid 19 issues:
I agree with you completely. The Lord Mayor here in Sydney has actually made that direction, to have parking rangers give out warnings apart from fines unless in times of emergency.
Clearly your council does not agree.
I would send a letter asking for it to be dismissed. It is not an issue, not an parking issue where people will be in danger if the vehicle was parked there, nor in a disabled spot.
The fine will be waived. If they disagree, file it in court with a written notice of pleading. A Magistrate will likely dismiss it.
