In respect to your particular situation where the person who got bit suffers any form of injury, psychological trauma, a claim will be able to be raised against the owner of the dog.
However there may be mitigating circumstances where the other person who got bit antagonise the dog tease the dog in someway that resulted in the dog biting that particular person
This then could be argued as contributory negligence to reduce any claim amount that's raised against the owner of the dog
