That is the going rate really. Secondly, $4,000.00 is generally a bit less than what firms would otherwise charge. Shop around, the fee per hour is a bit higher than the norm, but the fee estimate is actually less than what is usually charged.
HOWEVER, they do need to give an itemised amount.
Any issue, you can of course complain to the Legal Institution in Victoria, but from what you have said APART from the invoice issue, seems sound and reasonable.
