It can be paid out but not discharged.
Discharging is when you ask the bank to remove the mortgage registered on title requires both to sign.
Is the house in both names or just the husbands?
Here is the discharge authority and they clearly indicate all customers have to sign.

Lodge a complaint about them and with everything that is happening this is something they will not want to see
