So you have not applied for a carers pension but newstart?

Do you have anything in writing from them to confirm that the applications have been marked urgent?

Are you suffering from financial distress?

It is a matter where you can take this further and lodge an internal complaint with them to have it escalated from a higher person.

If that fails then you can take it to the Commonwealth Ombudsman for them not doing their job.

It is always a good starting point to prepare a detailed statement and set out in detail and in chronological order everything that has happened and request that they finalise the application and give them a date.

If they then fail then you have the evidence prepared for the ombudsman and it also shows that you have made numerous attempts with the department and they have failed.

I also believe if you have not applied for the carers pension you have been mislead and this should be made very clear in your letter to them.

The department has to be shown that they have failed you.
