The issue you have is that your testimony, if this goes to court will not hold any weight unless you are fully qualified.

If you have an admission from the dealer that they are prepared to pay for some repairs in writing you can use this and sue for that money. Under the law they would be liable for the lot if they had mislead you but without the report from an expert you will not be able to run that argument.

You can only rely on what the dealer had said in writing or verbally that mislead you. If there was a third party inspection that you were shown then you cannot sue the person that issued it. You can sue the dealer for using it to mislead you but you have no contract with that inspector.

You will have to sue them in NCAT for the repairs but to get full compensation you will need an experts report and also their testimony.

If you are not qualified your testimony will not be given much weight.

If you can show evidence of the tampering with the speedometer then you can report the previous owner to the Transport department.

You have to collect the evidence that you can to show they knew and they sold it misleading you.

Also work out your losses of business not being able to use it as part of your claim.

You will be liable as you know it is unsafe and you will not be covered by insurance.
