The letter means nothing.
It is an agreement but it is not enforceable.
The mother can take the child back if she wants.
Have they had mediation?

If the father is not allowing the child to spend time with the mother then she can make an application for a recovery order.
She needs to send him an email and advise when she will be attending to collect the children and when he refuses her access then go straight to court.

She should not wait fro the father to do anything, she has to strike first and use the emails against the farther.
The court will not look favourably on the father refusing the children time with their mother.
