If they are in transit to a second port then 4.4.2 applies if there is no prior agreement
It is the childrens plan not the parents plans.
If the children are with the parent that is travelling with the the transit then 4.4.2 applies
It is a requirement of the children they determines the clause.
So if they are with you and you are transiting with the children then 4.4.2 applies.
