They cannot take photos without your consent. Also in this case they entered without notice.
This would be deemed a general inspection and you have to be given a 2 hour window. Here is the law followed by the link
General inspections
The property manager/owner must specify a time, or 2-hour window, for a general inspection and must enter the property within that time.
This timeframe does not apply to other people (e.g. tradesperson or a property valuer).

They are not a law unto themselves.
They have to give you 7 days notice of the inspection.
