Howe do you know it has ben frozen? Have you spoken to your bank manager?
You have to find out who has frozen the account.
Once you know that you can always have discussions with them.
If it is the ATO you can enter into an agreement with them to pay out the debt.
I am surprised that your accountant had not had discussions with you about this and to have you reach payment plan with he ATO.
You can always reach an agreement.

I am in Victoria. My name is ***** ***** I placed a deposit of $1000.00 for the purchase of a new car through Private Fleet in Dec 2018. Private Fleet tendered and the car I selected was a Toyota Corolla. Not long after this my wife got sick and I asked to delay the purchase of the car until she was better. The dealership agreed.to delay the deal until October 2019. In that time my wife recovered and said that we really need a bigger car for our retirement so I then asked the dealership if we could change to a Camry. The dealership said that they had a frosted white in colour and that they could arrange delivery of that but said I should go through Private Fleet. I went back to Private Fleet and requested a Pearl Grey coloured Toyota but Private Fleet said they could not supply in that colour. Private Fleet said I was being difficult and that the dealership had gone out of their way to accommodate us and we should take the car. I was upset over the tone of the email and duly cancelled tha car. Private Fleet have advised in this terse email that I would not get my deposit back.
