Hello and thank you for your question.

Once elected council can make laws within the bounds of their authority as granted under the relevant's state laws which assign power to local governments. The councillors essentially vote on regulations and do not have to refer to the constituents beyond the periodic local government elections required under the relevant state's local government laws.
