is it legal for a company to be flying me back to work on my last day of annual leave

It's not illegal.

Whilst you don't have to go, you have an obligation to get to work on the day after your annual leave so if it is the only practical way to do so, then if you don't go you will presumably be absent without leave the next day?

If there are alternatives whereby you can get to work on time without taking the flight, then you are entitled to pursue those options.
