Two options,
1. contact the police and have the rouge charged. It is clearly an issue whereby misleading and deceptive conduct has occurred, resulting in fraudulent acts to obtain money from you.
2. You can also file a statement of claim (suing someone) at the Magistrates Court in Victoria
