The Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2005 states the following:
"77 Conditional exemptions
The prior approval of the council is not required for:
(b) the installation of not more than one caravan or campervan on land occupied by the owner of the caravan or campervan in connection with that owner's dwelling-house, so long as it is used for habitation only by the owner or by members of the owner's household and is maintained in a safe and healthy condition..."
What does 'in connection with' mean? Does this clause require a dwelling-house to already be in existence? Or does it permit a caravan to be installed for the purpose of, and while, a dwelling is being constructed (assuming the other conditions are met)?

It means either, the main point is that it must be the place of residence.
