Do you have a copy of the plan and in that plan of the strata does your unit have a parking spot?
The Parking spot you are using how is it marked on the plan?
If it is leased then the tenant has exclusive use of it and you cannot use it.

An accessory lot is essentially the same as any other lot, save that it is used defined accessory purpose, such as a car space, storage, accessway, or some other purpose.
Your or another unit holder's entitlement to use the utility lot should be set out in a document accompanying the plan as per the following section of the Subdivision Act:

You can get a copy of the plan and accompanying document setting out how the lots are assigned by contacting LANDATA which is a government department:
https://www.landata.vic.gov.au/
This should resolve who owns the lot.
