If you can't informally reach an arrangement that is agreeable to you then you could try mediation through a service such as Relationships Australia, and this is generally a pre-requisite to having a court deal with any dispute should that become necessary at some point.
However, the reality is that you cannot force the father to take a greater interest in his child (a court will not order a parent to spend time with their child), though his lack of interest may weigh somewhat against him if you later resist his having substantial time with the child down the track.
So if you refuse to agree to his having shared custody or even contact, then he would be forced to apply to the court for orders and the court would decide the matter on the basis of what is in the best interests of your child, not what suits either parent. Generally, there is a presumption that it is in the best interests of children to form or maintain a good relationship with both parents, so absent some compelling evidence that he is unfit to be a father, the court will generally grant some access and custody to a willing parent, even if they have not previously been willing to spend time with the child. So regardless of the father's position now, he likely is entitled to some custody or contact later on, though his initial disinterest will likely limit the extent to which such access or custody may be granted.
Also, his lack of interest may mean that you will have less risk of been prevented from moving away from the father should you choose to do so prior to his expressing an interest in forming a relationship with the child. If he maintains contact from the outset, courts will often prevent a mother in your situation from relocating with the child, so in that sense his decision to defer contact may suit you if you wish to relocate away from the father.
Finally, regardless of the father's attitude to contact, you are still entitled to receive Child Support from the father in accordance with the Child support formula and rules which you can read about here:
