Under the family law act both parents need to have meaningful contact with the child, regardless of child support.
He has every right to see her. At 8 years of age the contact should even be overnight, staying at his place on a weekend for instance.
He can file an application to the family court or seek mediation with the mother to talk about making some arrangements.

Have him attend court and fill out an application, he will see the daughter.
