Like most government bodies around the world, when regulations and laws are made, the government body just sets out the new rules, not the reasons for them, and in many cases there are many competing reasons.

In the case of these US laws, the reasons appear to be primarily for security and intelligence reasons. The following link should assist your understanding:

Having the fingerprints will allow them to check such prints against various databases, in case an entrant is a terrorist or criminal or other undesirable, and also allows them to build up their own database so that if the traveler later commits an offence they will be easier to track down.
