Hello and thank you for your question.

Yes, if the lease has been lawfully terminated (i.e. the appropriate notice given) then steps can be taken by the owner to forcibly remove the tenants.

If you are a purchaser and bought the place on the basis you would receive vacant possession then the vendor would appear to be in breach of the contract and you are in principle entitled to compensation from the vendor for costs you incur due to the delay.
