Your legal entitlement to a refund on your deposit is governed by contract, so you need to review the terms and conditions which should have been available at the time and through the process by which you made your booking.
That said, setting aside the strict legalities, on this occasion Jestar do not appear to be acting in a remotely customer friendly way and it may be that your issue is at least in part one specific to the person you have been dealing with rather than a genuinely inflexible position of the airline. For this reason it may be worthwhile referring your matter to the recently set up Airline Customer Advocate service which may be able to assist you in resolving your complaint in a satisfactory way.
