There is no minimum employment age in NSW, except for certain jobs that don't include trolley collecting. So there is nothing preventing your son from getting a job collecting trolleys on holidays and weekends.
Some employers have their own policy that they don't hire people below a certain age. A common one is 14 years and 9 months. This is not because of a legal requirement, it is the company's own policy. So he will need to check what their policy is when he applies for the job.
If you want to know anything about the terms of his employment, here is a link to the Award that applies to trolley collectors. You will notice that it has junior rates of pay, which are 45% of an adult wage for people under 16:
