Thank you for your question, and I will do my best to provide you with relevant information.
All the threats that she has provided, stating that you will need to pay all their legal costs and accommodation costs, are simply threats and nothing wall.
Provided you have complied with the law, there is nothing they can do. The only way you would be liable to pay anything, is if a tribunal were to find against you and order that you pay the costs And any compensation.
I would assume, that the offer to relocate them, and give them a refund, is all in writing and they have refused to accept your offer.
All you can do is continue to operate the business, and if they do file a complaint with the CTTT, then you will need to defend it and provide evidence of what you have done and that you have complied with the relevant acts.
From what you have described, you have done nothing wrong and again her threats that you will be liable for legal fees and compensation for a Cabinet her choice are simply words and mean nothing.
I do not believe you have anything to worry about.
You should make sure all communications with these people relating to the offer of a refund and relocation is in writing to back up what you say.

I bought an on-site Caravan at Cowes in March 2019 and for
I bought an on-site Caravan at Cowes in March 2019 and for which I paid Caravan Park owner $18,000. I spend the rest of the year gutting the caravan completely, relining the walls, roof and floor of the caravan. Fitting it out with a new bed and bedding, new robe and drawers, and new kitchen. I had an Electrician rewire the caravan, bistro area and annex and a Plumber re plumb the kitchen and ensuite. I also had a new flyover installed at a cost of $4,200. I estimate that the total I spent buying and doing up the caravan exceeded $30,000. On 22 Oct 2020 I received an email from the Park telling me that within the next year or two I and about another 20 caravan owners would have to remove our caravans at our cost due to proposed redevelopment. I took the option to sell before last Xmas and the best I could get for the van was $9,000. Approx 2 weeks ago another email was sent to others trying to sell their caravans that the redevelopment was now not going ahead. So I sold my onsite caravan for no good reason and lost over $20,000.
