Sorry, but it isn't quite clear what more he is demanding of his daughter?
As he was the joint owner of the car he is entitled to half the compensation from the council. As the sale of the car occurred after the sale then unfortunately, the price your daughter paid was (absent any specific term in the contract to the contrary) for the car in its damaged state and she is therefore not entitled for compensation for the share that was previously owned by him and there is no obligation for him to spend his half of any compensation on repairs. She is still entitled to her share of any compensation from the council for the damage to her half of the car as at the date the tree fell.
I appreciate this isn't the answer you were hoping for, however, it does reflect the law as it pertains to your daughter's situation.
