If Care Park Pty Ltd are not duly appointed agents of council, and are in fact private operators, then they have no legal basis for claiming against you with the ticket (otherwise than in contract or for tresspass). If you were not the driver of the vehicle then you aren't a party to their contract and you didn't commit a trespass, and they cannot take legal action against you. Nor do you generally have to disclose who the driver was at the time (whereas if they were the ticket issued by council then other laws apply).

Even if you were found guilty of tresspass, a court would not impose more than notional damages for a 15 trespass. If you were found guilty in contract, a fine many times higher than the amount of the ticket price would likely be regarded as a penalty clause and not enforceable. Again, you should be liable for no more than a few dollars.

I suggest you simply advise them that you weren't the driver of the vehicle that day and so you are not the responsible party.

You might also refer them to the recent case of

and advise them that if they continue to breach the law with their misleading conduct you will refer the matter to consumer affairs.
