it is fraud and punishable by a jail term.
The broker that witnessed it can also go to jail and will lose his license.
You need to notify the bank and they will have to take actions against them. If they do nothing them you can complain to the Banking Ombudsman about the bank refusing to do anything.

firstly you will need to get a copy of the mortgage where your signature was forged.
I would then suggest you contact a solicitor and have them write to your sister advising that if she does not pay you your share of the $40,000 she borrowed by forging your signature, you will report this to the police and will also commence proceedings to recover the money from her and also seek further compensation.
In relation to the broker a letter should be forwarded to ASIC advising of his conduct and for him to be investigated and for his licence to be revoked.
This is the only way this matter will be resolved your biggest issue is that delay that you can use family pressure as a reason and also failing to obtain proper legal advice.
I do not believe the police will get involved at this time as the fraud was committed on the bank and the bank has already received its money.
It is now a matter of being able to get paid what you are entitled to.
