Depending on what state you are in the time limit to contest a will varies.
Usually it is 12 months from the date of death. If time has elapsed and nothing was done then you are out of time and nothing can be done.
Generally the answer is it depends on how much time has passed since the date the person passed away and probate was granted.

13 years later no, there is no chance.
The courts will not allow the case to be heard as he is out of time.
He will be wasting money.
If he is negligent in this he can be held liable personally for wasting the beneficiaries money.
