Generally, child support is calculated according to a legislated formula which can be found, along with a great deal of other information, at the Child Support Agency website:
Your husband appears to be applying for an exemption or reduction due to hardship, in which case the onus of proof is on him to show that he has no capacity to pay. The only evidence which is really relevant to that is his financial circumstances and the history of his contributions to date (though even this is of marginal relevance). If you have any evidence of any of his income which has not been disclosed your should bring it to the attention of the CSA. You can also bring to their attention any previous period during which he did not pay CSA, whether by agreement or otherwise and you should prepare a statement to that effect setting out any relevant history.
That aside, your financial status is relevant to your general entitlement, however, that will generally be ascertained by the CSA without your direct correspondence with them, as they can do so by simply checking your tax records.
