You can obtain that from the land titles office in victoria
http://www.land.vic.gov.au/
You need to request a copy of the strata plan and all restrictions registered on the tile.
The limitations of Actions Act section 5
http://www.austlii.edu.au/au/legis/vic/consol_act/loaa1958226/s5.html
This limits the brining of actions for negligence to 6 years.
